The prices concern stay at individual in double room with morning.
The price includes:  transport, session of office, conducted tour, overnight stay with morning or even a dinner where this is reported as obligatory in the program. 
That it is reported as optional it overloads the office… 

It does not include entries in museums [arch]. Spaces, tickets of boats, visa entry, and anything is reported in the program as optional.
